Activities for SMEs

At national level CEN and CENELEC Members provide direct, tailored support for SMEs to encourage and facilitate the access to standards and standards development processes.

ASI

Identifying in annual work programmes the standardisation projects, which are of particular interests to SMEs

In the project proposals relevant stakeholders, including SMEs, have to be indicated. When a national standardisation committee acts as a mirror committee to CEN and/or ISO relevant stakeholders (including SMEs) have to be identified and encouraged to comment on NWIP and to participate actively in the committee.

A number of TCs are analyzed every quarter. This involves looking at the current participants and potential interested parties, including SMEs. These parties are then included in a list and are contacted by the technical officer of the relevant TC. In this way, the BEC tries to further spread the message of standardization.

BDS

Identifying in annual work programmes the standardisation projects, which are of particular interests to SMEs.
Every draft which could be of interest for SMEs, is indicated with a label 'Appropriate for SMEs' on BDS website. In specific cases, for example NWIP or Systematic review (SR), where the opinion of the SMEs is deemed important, the secretary of the responsible Technical Committee shall contact such enterprises or organizations, incl. organizations of SMEs. Potential stakeholders are sent letters with information and are invited to submit their opinions.

 

SMEs access to standardization activities without becoming a member
According to BDS Statutes and the Rules for National Standardization Activities SMEs may participate in the TCs’ work as observers without obliging them to become a member of a national standardization body. SMEs may participate by their authorized representative in the work, including in the meetings and giving comments on NWIs, drafts and systematic review of standards. They are entitled to receive the working documents and to comment on particular standards they are interested in. The special section 'Public Enquiry' on BDS website facilitates the participation of SMEs in the standardization process. SMEs receive assistance to participate in the standardization process also through BDS SME helpdesk by being consulted and advised on that. Drafts standards are available for reading also at BDS Information Centre. Comments may also be provided through the special contact form 'Contact us' on BDS website.

 

Free access or special rates to SMEs to participate in standardization activities
Bulgarian SMEs have the opportunity to participate in the work of national technical committees without being BDS members against payment of a small fee. In 2025 three SMEs have benefited from this opportunity. In 2025 five webinars were organized with 119 participants in total (92% of them representing SMEs). The participation fees for the webinars are below the average market ones offered by other companies in Bulgaria. When appropriate, the attending SMEs are offered standards at discount prices (those are standards relevant to the topic of the seminar). BDS members have a discount of 20% for purchasing standards and for participating in webinars.

 

Free access to draft standards for SMEs
Free access to draft national, European and some International standards (for the latter this refers only to those where BDS is P-member of the respective ISO/TC) is provided for commenting at Enquiry stage to all stakeholders, including SMEs, via the Public Enquiry section of BDS website upon registration or through existing accounts. The access is for online reading only, including copyright texts, watermark as well as e-mail and name of the reader. Free access to all draft standards, including national, European and International, is provided for reading at BDS Information Centre. SMEs that use the option to participate in the standardization process of a chosen BDS/TC without being BDS members are given access to a specific draft standard through a password protected online platform for TC members.

The scopes of the standards are available free of charge on BDS website and the scopes of all nationally published European and international standards are translated into Bulgarian.

NEW 2025! In 2025 two new standards collections were released. Thus, the total number of collections offered reached 47. The new collections were developed on topics of current interest: microbiology of the food chain and BIM. SMEs have the opportunity to enjoy additional discounts to buy new editions of standards included in the collections which they have already purchased. The purpose of the discounts is to provide primarily small companies with the opportunity to buy standards at lower prices so that they are encouraged to benefit from the use of several related standards on a common topic.

The main measures to encourage SMEs to use standards and to be involved in the standards development process include: sending invitation letters for membership or for provision of opinions on draft standards; maintaining up-to-date information on BDS website and SME web-portal; providing free online brochures (40 in total for 2025); sending e-newsletters (5 issues for 2025) and publishing 'BDS Compass' online magazine (4 issues in 2025); organizing webinars (5 events in 2025), etc. The e-newsletter has two permanent sections specifically targeted to increasing SME awareness about standards - 'Useful knowledge'vand 'News for SMEs'. BDS Information Centre offers the opportunity to SMEs to read free of charge all BDS standards on the spot. A special section 'Forthcoming standards' is maintained on BDS website. Since 2024, a web section 'New publications' exists where information is posted about newly published standards which might be of interest to SMEs. In 2024 a web portal 'Access to Harmonized Standards' was set up to enable European public access to national adoptions of specific harmonized European standards, following ECJ ruling C588/21P. The web portal provides free read-only access to a number of harmonized standards to registered users. The Public Enquiry section on BDS website is completely functional as an online commenting platform and facilitates SMEs to provide opinions by clear visualizing of the standards’ lifecycle and explanations of the opportunities for submitting comments. In 2025, 2 pure national standards have been developed following the recommendations of CEN-CENELEC Guide 17 on taking into consideration SMEs needs and specifics.

 

NEW 2025! In 2025, BDS participated with presentations in more than 10 national and international conferences and events, organized in cooperation with universities, ministries, and professional organizations aiming to raise awareness about standardization and reach more stakeholders, incl. SMEs. In addition, BDS in cooperation with partner organizations, hold a third information session on 'Digital Product Passport' which aimed to assist Bulgarian enterprises in preparing for the new European requirements by sharing good practices and up-to-date information on the upcoming public consultation on the six draft standards in this area. BDS webinars in 2025 were focused on topics of particular interest to SMEs. All of the internal auditors’ training programmes had a part devoted to general information and knowledge about the relevant standards, and SMEs had the option to choose to participate in that general part only, against payment of a low participation fee. 92% of the participants in the webinars represent SMEs. BDS also supports a campaign of the Ministry of Regional Development and Public Works in holding 6 workshops throughout the country on the topic of digital transformation in the construction sectors where we present BIM standards, encourage their use by short-term offering of a discounted collection of standards on the topic and explaining the possibilities of getting involved in standardization. In 2025, BDS continued to actively expand its presence on the social networks Facebook and LinkedIn as key channels for reaching SMEs. Over the year, the number of followers on Facebook increased by more than 30%, and on LinkedIn by more than 13%. BDS strives to translate a large number of standards into Bulgarian that the TC members consider important for Bulgarian businesses, particularly for SMEs.

AFNOR

Identifying in annual work programmes the standardisation projects, which are of particular interests to SMEs.

The Administrative Board of AFNOR is supported by a Committee dedicated to micro-businesses and named The Consultative Committee for Standardisation in Crafts and Small Businesses (CCNAPE). The purpose of this committee is to identify the needs of the socio-economic partners concerned, define their position on the standardisation strategies and programmes under preparation, and provide information on standardisation programmes and work that may have an impact on their activities.

The goal of this committee is :

  • to provide information on new areas of standardisation, draft standards submitted for public enquiry and new normative documents published that may be of interest to craft businesses
  • to establish priorities in the various lists of working topics and/or standardisation work selected by the Committee
  • to enable craft businesses to make their voices heard at the various stages of standard development, in the French and European standardisation processes
  • to change the perception of standards by small businesses
  • to improve the level of knowledge and understanding of standards and normative documents by craft businesses
  • to promote, where appropriate, solutions that would facilitate better applicability of standards and normative documents.

SME Contact Point provides direct and tailored support to SMEs in relation to standards and national standardization. Free-of-charge services include providing information on standards and their benefits. All holdings of Standards Library (Croatian (HZN), international (ISO, IEC) and European (CEN, CENELEC, ETSI), drafts and standards and other publications and US (ASTM) industry standards are available to SMEs for free insight every working day from 8:30 to 15:00. HZN has good long-term cooperation with professional chambers; on the basis of Repository Access Agreements members of the Croatian Chamber of Civil Engineers (HKIG), Croatian Chamber of Electrical Engineers (HKIE), Croatian Chamber of Architects (HKIS) and the Croatian Chamber of Mechanical Engineers (HKIS) have read only access to Croatian standards (with all measures of the protection of copyright to standards).

CYS

Identifying in annual work programmes the standardisation projects, which are of particular interests to SMEs.
CYS keeps Small and Medium-sized Enterprises (SMEs) well informed about standardisation-related activities by making use of multiple communication channels. Updates, key messages, and highlights of ongoing standardisation work are regularly disseminated through CYS social media which include LinkedIn and Facebook pages, while press releases and published articles provide SMEs with comprehensive and up-to-date information on current projects, developments, and changes in the field of standardisation.
In addition, CYS delivers specialised training programmes and information seminars addressing issues of particular relevance to SMEs, enhancing their awareness, knowledge, and active involvement in standardisation processes.

 

SMEs access to standardization activities without becoming a member
CYS has entered into a three-year agreement (2023–2026) with the Ministry of Energy, Commerce and Industry to introduce a dedicated subscription scheme for Small and Medium-sized Enterprises (SMEs) registered with the Company Registry and Official Receiver and operating in Cyprus. Under this scheme, participating SMEs are granted annual access to up to five standards and more particularly adopted European and international standards (CYS EN / CYS EN ISO / CYS EN IEC), as well as national Cypriot standards (CYS). SMEs that require access to more than five standards may also benefit from preferential pricing arrangements. In addition, the previous participation limit of 1,000 SMEs has been removed, ensuring that all eligible SMEs can participate in and benefit from the scheme. Furthermore, CYS has signed a separate agreement with the Cyprus Scientific and Technical Chamber, under which each registered engineer is entitled to access up to three adopted European and international standards (CYS EN / CYS EN ISO / CYS EN IEC), as well as national Cypriot standards (CYS). The majority of engineers benefiting from this arrangement are employees of SMEs or owners of SME-level enterprises operating in the relevant technical fields.

Free access to draft standards for SMEs
Draft standards are made available to SMEs upon request via email. In addition, SMEs participating in National Technical Committees and Mirror Committees may access draft standards under public enquiry and formal vote developed by CEN and ISO directly through the ISOlution platform, or review and submit comments via the Online Standards Development (OSD) tool. Where standardisation work is led by CENELEC or IEC, draft standards are provided to interested SMEs upon request via email.

Since the introduction of the new standards management system (e-shop) at the end of 2022, interested parties can now preview the initial pages of a standard, up to and including the scope section.

This is applicable to SMEs enrolled in CYS subscription programmes, which offer preferential pricing including special discounts on specific categories and bundles of standards.

CYS has renewed its subscription scheme for 2023–2026, funded by the Ministry of Energy, Commerce, and Industry. Under this scheme, every company registered in Cyprus can access five standards at no additional cost. The previous limitation on the number of companies eligible to benefit from the scheme has been removed. The Cyprus Organization for Standardization (CYS) has also signed an annual agreement with the Cyprus Scientific and Technical Chamber (ETEK) as part of their ongoing collaboration. This agreement allows all ETEK members, who are individual engineers with valid professional licenses, to access three European standards annually. Many of these engineers are either SME owners or employed within such enterprises. NEW To promote the participation of Small and Medium-sized Enterprises (SMEs) in European standardisation activities, CYS offers a financial support grant to SME representatives serving as National Representatives in European Technical Committees and working groups. From 2025, the grant has increased to €600 per physical meeting attended from €500 that was implemented the previous years.

UNMZ

Free access to draft standards for SMEs
UNMZ work programme is monthly published in the UNMZ´s Official Journal. UNMZ provides free access to draft standards on request. Members of the NC´s have free online access via web platform to draft standards.

DS

We do dedicated campaigns directed to Danish stakeholders in general when relevant and cooperation/information with cluster organisations, industry associations, authorities etc. Due to the Danish Industry structure this includes mainly SME's

Any SME can become member of a Danish national mirror committee but they have to pay the committee fee. From 1 January 2025, new members from companies with less than 100 employees receive

  • In 2025 DIN created the SME Council following the KOMMIT; the SME Council was created to even better represent SME interests in standardization
  • The SME Council represents roundabout 20 SME organizations that act as SME-multipliers with a strong focus on chamber organizations
  • It reports to the DIN management board
  • The SME council has created an AI assisted pilot to represent SMEs interest in standardization even if SME are not part of a committee; the pilot is already tested in standardization committees
  • Through the work of the network of the SME Council all regional chamber representations have been trained in a 3-hours tutorial on standardization; forthcoming activities in cooperation with the chambers are planned in 2026
  • The SME Council is also planning a big event at DIN on standardization for SMEs in Q4 2026

CEI

SMEs access to standardization activities without becoming a member
Specific SME Area into the CEI website: CEI offers this section of its website to present information, news, documents, products and services on technical standardisation dedicated in particular to Small and Medium sized Enterprises (SMEs). For many years CEI has been addressing SMEs as a fundamental and dynamic interface relatively to technical standardisation and spread of technical-scientific knowledge promoting initiatives and developing channels of mutual and profitable collaboration such as:

In 2025, NEN undertook a broad range of initiatives aimed at improving the involvement, support, and accessibility of standardization activities for small and medium-sized enterprises (SMEs). These efforts spanned sector-specific standardization projects, digital tools, outreach, and knowledge dissemination.
A key focus area was the inclusion of SMEs in national standardization work through targeted market-needs assessments. These assessments led to SME participation in topics such as smart buildings, bitumen, medical technology, and food waste reduction. Additionally, as part of a government assignment on Artificial Intelligence in healthcare (2024–2027), NEN emphasized informing and engaging SMEs in the development of AI-related standards. Within the National Growth Fund project on a Future-Proof Living Environment, innovative SMEs were actively involved in drafting several NTA documents (a deliverable largely comparable to the CWA).

A significant part of the 2025 effort involved enhancing NEN Connect, NEN’s online standards platform. Improvements were made to the usability of online standards, including the introduction of an AI-based requirements module and updated requirement-identification levels, which assist SMEs in navigating complex standards. The availability of cost-free standards was further expanded, particularly in healthcare and construction, lowering financial and administrative barriers for smaller organizations.
NEN also supported SMEs in the healthcare sector through the rollout of several cost-free implementation tools for the newly published NEN 7510 on information security. These included compliance functionalities, a knowledge-sharing community platform, and a risk-assessment tool designed to help smaller care organizations prioritize mandatory security measures.


To increase accessibility, NEN broadened its catalogue of translated international and European standards - an important benefit for SMEs - and introduced cost-free webinars, information sessions, and events. Many of these activities explicitly targeted SME-heavy sectors such as healthcare, sustainability, energy, and digitalization. Finally, NEN expanded its e-learning portfolio, including free introductory modules, to reduce time and cost barriers for SMEs seeking to engage with standards.

On our website, we prepared a guide including necessary information for stakeholders at all levels of experience. This guide has been available since 2021 and is continuously reviewed and updated.
The Customer Section subpage was created on the PKN website. The main goal of this section is to make it easier for users to find and access full sales information and to increase the readability of the information provided (since April 2021).

In 2023, PKN prepared new version of interactive forms. They will make it easier for SMEs and other clients to complete the formalities related to a TC membership (since October 2022).

In 2023, the Trados system was implemented, which supports the translation of standards. SIST

Applying special rates for the provision of standards or providing bundles of standards at a reduced price for SMEs.
Based on financing system by the state budget, SIST offers special conditions for access of SMEs to harmonised European standards and standards referred to (exclusively) in the Slovenian technical legislation.

The SIST website is dedicated to the SMEs through the following: promotion and link to videos, SIST Contact point for services, products and constructions, free access to the national tool for SMEs, free seminars to promote standardization and SME participation, information services on standardization per sector. SIST cooperates with the Chamber of Craft and Small business of Slovenia (OZS) in promotion of standardization activities for members of the chamber. SIST also promotes standardization activities together with the Chamber of commerce and industry (GZS). SIST became members of GZS through its membership in the Chamber of electronic and electrical industry. In 2023 SIST launched a new YT channel where promotional SIST video material about standardization is available. SIST regularly communicates novelties about standardization also through other social media (FB, Linkedin). NEW: Lately SIST has also made a number of harmonised European standards, approved by CEN, CENELEC, IEC and ISO, available read-only at https://harmonized.standards.eu or https://ecommerce.sist.si/catalog/public.

 

UNE

UNE has developed a broad set of measures to ensure that small and medium-sized enterprises (SMEs) can actively participate in standardisation activities, access standards under favourable conditions, and implement them more easily. The key best practices include:

 

Improving SME participation in standardisation activities

  • Indirect participation through associations and federations:
    SMEs can take part directly in national technical committees or through their sectoral associations, ensuring their interests are represented without requiring UNE membership.
  • Delegating committee secretariats to sectoral organisations:
    UNE often entrusts the secretariat of national technical committees to federations or associations that group SMEs, guaranteeing their voice is central in the decision-making process.
  • Funding support for experts, including SMEs:
    UNE provides financial support for national experts—SMEs included—to attend European and international standardisation meetings, reducing cost barriers to participation.
  • Promotion and communication channels:
    UNE uses newsletters, workshops, press releases, social media, the UNE magazine and website, and sector-specific reports to keep SMEs informed and engaged in standardisation processes.

Reducing barriers to the understanding and implementation of standards

  • Translation of European standards into Spanish:
    UNE translates most European standards into Spanish, eliminating language barriers, reducing interpretation errors, and making standards more accessible and easier for SMEs to apply.
  • Publication of studies demonstrating the value of standards:
    Reports such as The Economic Impact of Standardisation in Spain provide SMEs with clear evidence of the benefits, cost savings, and competitiveness gains associated with adopting standards, encouraging broader uptake.
  • Dedicated online resources highlighting SME-relevant standards:
    UNE’s website includes specific sections identifying standards and NWIs (New Work Items) of particular interest to SMEs, with social media support to increase visibility.

 

Enhancing awareness and fostering a culture of standardisation

  • Awareness-raising campaigns and training actions:
    UNE organises workshops, information sessions, training events, and sector-specific campaigns to help SMEs understand how standards support innovation, quality, and market access.
  • Collaborative reports with associations and federations:
    UNE works closely with national associations to produce sectoral reports and guides that help SMEs understand applicable standards in their industry.

Free access or special rates to SMEs to participate in standardization activities
Universities, consumer organisations and environmental and societal stakeholders participate free of charge. Other participants are charged equally, which e.g. means that attending workshops and training sessions is free of charge, as is the use of meeting rooms (for standardisation related purposes) and promotional material. Travel grants have for some years been paid to participants to TC & SC meetings, and since 2016 travel grants also for participation in WG/PT/MT meetings were added. This is especially of value for experts from SME. We issue handbooks to assist in the use of certain standards, and certain sets of handbooks/standards of special interest to areas where SME are abundant can be obtained to reduced prizes. Some of our retailers are aiming at certain (larger) groups of SME and offer various discount packages

In some cases, though, we inform SME-oriented organizations about certain standards/projects/handbooks. Companies certainly in the first case perceive themselves as belonging to a certain industry - providing products and services within certain areas or sectors - rather than identifying themselves by their size. However, in some areas where SME are vastly dominant, their interests in technical committees are actively taken care of through their organizations, in addition to the individual SME participating.

Information is given within the ballot on the individual work item proposals. Note that approximately 70% of SIS members and experts participating in national technical committees come from SMEs. We have recently implemented a reclassification, so this figure may change.

BSI

Best practices aiming to enhance the participation of SMEs in standardisation activities and to increase and facilitate the use of standards by SMEs
SMEs are not required to become a subscribing member of BSI in order to participate in standardization activities. The primary method of participating in a BSI technical committee is to be nominated to represent a trade association or professional body. An organization of any size can be nominated in such a way and in this way many small business are represented on BSI committees. Through this approach information on standardization projects can be cascaded to SME members of the trade associations or professional associations via their committee representative. In cases where specific expertise is required it may be possible for a representative from a specific SME to be co-opted to participate in a committee as an individual expert. There is no financial charge to participate in BSI committees. Organisations of any size continue to be able to visit the BSI Knowledge Centre to review the text of published standards without any obligation to become a subscribing member. For subscribing BSI members or SMEs that are members of a BSI committee there is no fee for the use of this facility. Non-members are able to browse for free for two hours before incurring a small hourly fee.

Alternatively access to BSI’s full catalogue of standards is available at a number of public and university libraries throughout the country. Organizations of any size are able to comment on draft standards free of charge via BSI’s online Standards Development Portal (https://standardsdevelopment.bsigroup.com/). Comments submitted will be reviewed by the appropriate BSI Technical Committee and considered for inclusion in the final UK compilation of comments. BSI has also continued to carry out specific outreach work for SMEs, such as holding regional open committee meetings, to enable easier participation in the standards development process and facilitate the involvement of regionally based organizations in BSI activities.
