Eurocodes gain momentum in ASEAN as Cambodian standard body signs License Agreement

CEN and the Institute of Standards of Cambodia (ISC) signed a License Agreement in May 2026 covering the adoption of more than 50 Eurocodes. The national adoption process is expected to be completed by June 2027.

The agreement represents a significant step in Cambodia’s alignment with internationally recognised structural design standards and reflects the growing uptake of Eurocodes across the ASEAN region, as countries seek to strengthen regulatory frameworks and promote high levels of safety, quality and resilience in construction.

 

The signing also illustrates the concrete results of the Eurocodes Dialogue implemented under the European Commission’s Enhanced Regional EU–ASEAN Dialogue Instrument (E‑READI) programme, managed by DG INTPA. Since 2019, the Dialogue has supported cooperation and technical exchange between the European Union and ASEAN Member States in the field of construction standards.

 

Led by the Joint Research Centre (JRC) in close cooperation with the Building and Construction Working Group of the ASEAN Consultative Committee for Standards and Quality (ACCSQ), the initiative concluded in December 2025. Throughout its duration, it provided a platform for policy dialogue, technical guidance, training activities and knowledge sharing, contributing to capacity building and stronger links between European and ASEAN experts.
