The objective of this Open Call for Tender is the selection of 2 Project Team Experts in the field of accessibility. PT Expert 1 will have expertise in the field of accessibility of the built environment and on ergonomics and PT Expert 2 will focus on Design for All and ICT accessibility.
The intention of this work is the drafting of a new European standard (EN) on the requirements and recommendations to ensure the accessibility of recharging stations for electric road vehicles, to support the implementation of Article 14, points 2 and 3 (regarding accessibility) of Regulation (EU) 2023/1804 on the deployment of alternative fuels infrastructure (AFIR). These articles ask for measures to ensure that publicly accessible recharging points are accessible to older persons, persons with reduced mobility and persons with disabilities in accordance with the accessibility requirements of the European Accessibility Act (Directive (EU) 2019/882 of the European Parliament and of the Council of 17 April 2019 on the accessibility requirements for products and services).
The EN will follow a Design for All approach but will focus on providing the necessary technical information, to ensure the accessibility to electric recharging stations of individuals with various types of mobility impairments, including those using wheelchairs, walkers, or other mobility aids while being able to drive a vehicle. This will be the target group covered by the EN.
The new EN will cover the technical specifications for physical and digital accessibility of persons with disabilities applicable to electric recharging in support of AFIR Annex II point 1.18, the hardware & pole/recharging station, as well as specifications on associated parking spaces and surrounding environment, including the payment system.
Both experts will be part of a Project Team responsible for the drafting and amendments of the subsequent drafts of the new EN under the guidance of CEN/CLC/JTC 11 and of CEN/CLC/JTC 11/WG 2. The project will cover up to the sending of the FprEN to CCMC via E-Trans to start the Formal Vote, being this the main deliverable of the project.
