A new CEN Workshop is being established to build upon the results of the Horizon Europe research and innovation project TIPS4PED (Technological Innovation for Planning and Supporting Positive Energy Districts).
The Workshop aims to develop a CEN Workshop Agreement (CWA) providing practical, implementation-oriented guidelines for the design, planning, operation and performance evaluation of Positive Energy Districts (PEDs) supported by Local Digital Twins (LDTs).
While Digital Twins are increasingly recognised as key enablers for data-driven urban planning and energy system management, cities and local authorities often lack practice-oriented guidance on how to effectively apply these tools to PED development. Existing standards mainly address technical interoperability, data exchange and reference architectures, whereas limited attention has been given to methodological, organisational and process-related aspects tailored to urban implementation.
In this context, the CEN Workshop will translate the outcomes of TIPS4PED pilot activities, replication experiences and related European initiatives into actionable guidance for cities and urban stakeholders. The resulting CWA will support municipalities, urban planners, energy and digital departments, utilities and solution providers in adopting Local Digital Twin–enabled workflows for PED planning and management, without prescribing specific technical architectures or duplicating existing standards.

By providing a common European reference, the CWA will facilitate the scalability and transferability of PED solutions across cities of different sizes and contexts, supporting EU climate neutrality objectives and urban digitalisation strategies.
Kick-off meeting
The kick-off meeting of the CEN Workshop is planned to take place remotely on 6 May 2026, 10.00-13.00 CE(S)T.

Public commenting
All interested parties are invited to submit comments on the draft Project Plan using the dedicated commenting form. Comments should be sent to the Workshop Secretariat by the deadline indicated in the Project Plan.
