Open Call for Tender for a web interface development and maintenance

This tender is being run in the context of a project called Readability Platforms that will, amongst other things, support the European Commission in its conformity with Regulation 1049 regarding citizen access to documents.

The objectives of this tender are to select a contractor who will be responsible for the:

  • Development of a web interface (Readability platform) which will be offered to CEN and CENELEC Members as a white label solution,
  • Support and maintenance of this white label solution.

We are launching an Open call for tender related to the development of a readability platform which could be offered at members as a white label solution. 

 

CEN and CENELEC has a strong preference for providers with full technical ownership of their solution. We consider this essential for ensuring autonomous maintenance and support over the long term. However, if a supplier can demonstrate comprehensive mastery of a non-proprietary solution and guarantee seamless support over an agreed maintenance period, CEN and CENELEC may be open to considering such a proposal.

Watermarking alone is not sufficient. We are considering solutions like pdf.js, but we remain open to your professional suggestions.

The annual maintenance cost should include the corrective & technical updates of the tool, Please provide a separate price list and terms for potential functional enhancements.

We have currently 300 documents, it could go up to 3000. The current max size of a document is 500MB.

There is not penalty planned for delays however we would like to get a fixed price for this development.

As example we would like to extract the following data for each member using our white label :   

  • number of unique views per content & standards,  
  • number of unique registered visitors,  
  • number of page hits (refresh, etc…), 
  • date of availability of the harmonized standard data and related documents on the white label, 
  • number of users created,  
  • number of documents consulted,  
  • geography of the users, etc…): etc… 
  • WI documents available 
  • Type of document (derived content, full standard) 
  • Date files have been made available 
  • Language version
