Open Call for Tender for translation services

This tender is being run in the context of a project called Readability Platforms that will, amongst other things, support the European Commission in its conformity with Regulation 1049 regarding citizen access to documents.

The objective of this tender is to select a contractor who will be responsible for:

  • Translating documents supplied by CEN-CENELEC into specified languages
  • Development, support and maintenance of IT interfaces to support document exchange

They will not be “extracts” in the sense of copy-pasting pieces out of the harmonised standard but rather generated by a Large Language Model (LLM).

No. Please refer to section 9.1.1 Subject matter and vocabulary which describes how the contractor will need an understanding of standardisation-specific language in all target languages, and section 9.1.6 Translation memory which describes how the contractor may provide a tool that enables either the contractor themselves or CEN and CENELEC to maintain something similar.

We kindly request confirmation regarding the following points:

  1. Whether it is sufficient to submit one or two CVs per working language, rather than the complete list of all resources employed.  Yes a representative selection of CV for the Must-have target languages mentioned on page 6 of the tender is considered acceptable.
  2. whether the CVs may be transmitted in partially redacted form (e.g., without personal contact details, full address, date of birth), in accordance with GDPR requirements; Yes it is considered acceptable
  3. Whether it is acceptable to provide full CVs only in the award phase and upon formal request of the Contracting Authority, submitting at tender stage a declaration of commitment instead. Yes it is considered acceptable

The tender documentation indicates the following address as the sole channel for submission: skiernan@cencenelec.eu. We kindly ask confirmation whether the submission of the tender documents via standard e-mail is considered valid for the purposes of participation; Yes it is considered acceptable

whether it is acceptable to submit a self-declaration of compliance, with full certificates to be provided only in case of award and upon request of the Contracting Authority. Yes it is considered acceptable

whether standard PDF files without digital signature are considered acceptable. Yes they are considered acceptable

We request clarification on whether the documents to be submitted with the tender (e.g. declarations, annexes, technical documents, CVs) must:

  1. a) be digitally signed (qualified electronic signature or equivalent);
    b) be signed in standard form (handwritten signature, scanned and attached as PDF); or
    c) not require any signature at all at this stage of the procedure.

The whole set of documentation (CV, annexes, etc…) does not need to be electronically signed but we expect the main proposal document to be signed in standard form.
