Call For Tender in the field of ambiant air measurement and data evaluation

The objective of this Open Call for Tender is the selection of two Project Team Experts in the field of ambient air measurement and data evaluation.

The aim of this project is to elaborate and adopt European Standard Deliverables in support of the Directive 2008/50/EC on ambient air quality and cleaner air for Europe: For this purpose,  CEN/TC 264 'Air quality' WG 13 'Ambient air – Ozone precursors and benzene' is developing six European Standardization Deliverables for the determination of volatile organic ozone precursors in ambient air, i.e. volatile organic compounds as listed in section B of Annex X of the Directive 2008/50/EC.

 

The colourless and toxic gas ozone is one of the most important trace gases in the atmosphere. Ozone occurring near the ground is harmful to health and can, among other things, reduce lung function and cause inflammatory reactions in the respiratory tract and respiratory problems. Ground-level ozone is not released directly but is formed by complex photochemical processes from precursor pollutants – mainly nitrogen oxides and volatile organic compounds – under intense solar radiation. Ozone is therefore referred to as a secondary pollutant.

 

As basis of the standardisation work of CEN TC 264 / WG 13 resulting in six future European standardisation deliverables a validation of the sampling and analytical methods specified in the tender has to be carried out.

 

For this purpose a validation programme for the determination of Ozone precursors with eight work packages has been developed. This open call for tender is focussing on Work Package WP 7 and WP 8 addressing experienced measurement laboratories and data experts:

WP 7 Data evaluation

All data of the validation measurements have to be evaluated in order to determine minimum requirements and performance characteristics of the methods. The Data Coordinator (DC) will collate all the data from all the validation tests (WP3 to WP6) and will perform the data evaluation tests with support from the expert laboratories that conducted the validation tests. For each method, the results of all the test programmes will be reviewed and recommendations made to modify, if necessary, the text of the technical specifications to produce the standard method text. Individual test components will be assessed for their contribution to the total uncertainty budget and clear instruction for how to undertake the tests will be provided.

WP 8 Project coordination

The project coordination includes the planning, the coordination and the conceptual design of the laboratory and field testing and will ensure a harmonized performance of all validation tests. This involves the following i.a.  the coordination of overall validation programme and liaison between WG13 and successful validation work contractors (WP3, 4, 5, 6 and 7) as well as the reporting.

The experts will be part of CEN / TC 264 WG 13 responsible for the drafting and amendments of the subsequent drafts of the new EN. The project will cover up to the sending of the FprENs to CCMC via E-Trans to start the Formal Votes, being this the main deliverables of the project.
