Towards a Coherent Standards Framework for Demand Response in Europe: A Living Reference for Action

Electricity flexibility is set to play a pivotal role in the energy transition by enabling the integration of new electricity uses, such as electric mobility, self-consumption, and demand-side management, while optimizing both the design and operation of power networks. At the European level, regulatory and legislative developments are well underway to support the deployment of flexibility mechanisms across electricity markets and grid operations.

The effective implementation of these mechanisms requires technically interoperable solutions underpinned by harmonized information exchanges between all key stakeholders, including active consumers, charging point operators, producers, aggregators, suppliers, and system operators (Distribution and Transmission System Operators). These exchanges must rely on a coherent standards framework that ensures both functional and semantic interoperability, paving the way for scalable, replicable solutions across Europe.

 

Given the abundance of existing standards, specifications and reference frameworks – whether international (IEC, ISO, ITU), European (CEN, CENELEC, ETSI), or industry-specific –, it is essential to make informed and coordinated choices to support a consistent European standardization pathway.

 

The present document offers a first structured inventory of the most relevant standards that could serve as a foundation for such an effort. It is intended as a living document, to be regularly updated in line with regulatory developments and ongoing standardization work. Feedback and suggestions are welcome to further enhance and refine this collective contribution.
