Data Act: Standardization Request Officially Accepted by CEN and CENELEC

On 7 July, CEN and CENELEC officially accepted the European Commission’s Standardization Request on European Trusted Data Framework, under Mandate M/614. This milestone supports the implementation of the EU Data Act which will become applicable on 12 September 2025.

This complex and comprehensive regulation sets out a broad range of provisions aimed at facilitating data sharing, ensuring fair access to data, and reducing barriers to the wide use of data-driven technologies in Europe and beyond.

The three European Standardization Organizations (CEN, CENELEC and ETSI) have agreed to develop seven European standardization deliverables as regards the European Trusted Data Framework. Notably, to meet the requirements of Article 33 of the Data Act, CEN, CENELEC, and ETSI have committed to delivering four European Standards – two of which are intended for citation in the Official Journal of the European Union –, as well as three Technical Specifications.

To contribute to the European Trusted Data FrameworkCEN-CLC/JTC 25 ‘Data management, Dataspaces, Cloud and Edge’ is tasked with leading the development of five European standards and technical deliverables that will support trusted data sharing, interoperability, and the creation of common European data spaces.

Established in September 2024, CEN/CLC/JTC 25 is responsible for developing standardization deliverables across a broad range of areas, including:

  • Data governance, including data quality and lifecycle management
  • Interoperability, as well as portability and switchability
  • Organizational frameworks and methodologies
  • Evaluation schemes for assessing processes and products
  • Smart technologies and systems, including smart objects, distributed computing devices, and data services
