Stair4Security project: conclusions and results

 

STAIR4SECURITY (Standards, Innovation and Research for Security) is a project funded by the European Union’s Horizon 2020 research and innovation programme. The project has been coordinated by CEN with the involvement of four National Standardization Bodies (AFNOR, ASI, DIN and SIS), together with the Chairperson of CEN/TC 391 'Societal and Citizen Security', TFC Research and Innovation Limited, National University of Ireland Galway, and KPMG Future Analytics. The project started in January 2019 and  ended in June 2021.

The project developed a digital platform for better coordination of research-related standardization activities in the security sector, and in particular to meet the growing needs of operators in the fields of Chemical-Biological-Radiological-Nuclear and small- sized quantity Explosives (CBRNe) and Disaster Resilience/Disaster Risk Reduction (DRR). The platform builds on a legacy of identified projects and provides a “single entry point” for any query related to pre-standardization and standardization in the CBRNe/DRR sectors.

The platform is complemented by a supporting eLearning tool, designed to facilitate its use by delivering tailor-made tutorials, highlighting how separate features can be used to accomplish the different phases of the pre-standardization process. This framework is designed to support policy makers, practitioners, industry, researcher and standardisers on innovation research and standardization results.

 

In parallel, the project worked on the revision of the CEN-CENELEC Workshop Agreements (CWA) process and their adoption as another type of standardization deliverable (European Standards, Technical Specification), addressing the main gaps identified through a consultation with relevant experts and practitioners and ensuring the process is suitable to meet stakeholders’ needs. Moreover, a series of guidelines and training materials have been developed to support the user-friendliness of the CWA process. The involvement of H2020 security-related projects in providing hands-on advice and recommendations on the fine tuning of the CWA process helped to ensure the delivery of high-quality results already tested by target users.

 

The STAIR4SECURITY final event took place online on 27 and 28 May 2021. The event covered ten sessions offering an overview of the STAIR4SECURITY ecosystem and results. Presentations were carried out by members of the Consortium and guest speakers from different projects (DG-ECHO, DG-HOME, ENCIRCLE, NO-FEAR, INCLUDING, STRATEGY, and AQUA3S), some of which shared their experience in using the STAIR4SECURITY tools. The event gathered a total of 100 representing 20 countries, 83 organisations, 27 nationalities, and 49 H2020 Projects.
