Developing standard more efficiently and more transparently to answer to market and regulatory demands implies transforming the whole cycle of production of standards.

Context
Today, CEN and CENELEC face multiple challenges – competitors, EC pressing requests, new demands from the market actors - and there is the need to rethink the way standards are developed to be more in tune with these demands and ultimately to secure the continued existence of CEN and CENELEC. In this context, the Technical Board of CEN has mandated CEN/TC 256 ‘Railway applications’ to test the approach of ‘flash standards’.
What is a the ‘flash standards’ approach?
The ‘Flash standards’ approach is a new way of developing standards where the development is based on:
- Early-planned and condenses phases for drafting, resolution of comments and finalization of the standard
- A binding schedule agreed at start-up with all actors to be involved (delays not allowed) with an identification of support resources (secretaries, editors, translators…) at the outset
- A public announcement of the project on CEN-CENELEC website with a business plan detailing the rationale for the project and a ‘call for evidences’ to collect prior observations from any stakeholder before the start of the drafting phasis
- A reliable timetable from drafting to publication
- A real-time access to working documents for national ‘monitors’ during drafting phases (via OSD).
