CEN-CENELEC-ETSI Coordination Group on Smart Grids (COG SG)
Given the accelerating impact of climate change, energy transition and sustainability measures are crucial. Smart grids play an integral role by using digital technologies, sensors, and software to optimize electricity distribution and facilitate renewable energy integration.
Role and Responsibilities
The COG SG aligns its activities with EU regulations, including the Clean Energy Package and the EU Digital Agenda, to streamline European standardization efforts. The group liaises with the European Commission, energy associations, and national and international standardization bodies to ensure seamless integration of smart grids across the continent.
Key objectives include:
- Developing interoperable data architectures essential for energy transition.
- Ensuring security and efficiency in grid design, operation, and maintenance.
- Standardizing smart metering across electricity, water, gas, and heat/cooling systems.
Organization and Working Groups
The COG SG is organized into specialized working groups (WGs), each focusing on key aspects of smart grid and metering standardization.
Working Group: European Policy
- Coordinate COG SG input to and from SGTF EG1, EG2, and EG3 (future Smart Energy Expert Group – SEEG).
- Review and assess the impact of the EU Electricity Market Design on standardization.
- Align standardization requests with regulatory requirements.
Working Group: Smart Metering
- Identify cybersecurity standards relevant to smart metering.
- Develop and update the implementation guide for RED requirements in smart metering (update of TR 50572 - Reference Architecture).
- Provide input for the MID Fast Track and its revision.
Working Group: Set of Standards
- Maintain and update the list of CEN-CENELEC-ETSI Smart Grid Standards.
- Track and integrate new developments in Smart Energy Grid standardization.
- Monitor European legislative initiatives related to Smart Energy Grids.
- Develop a Code of Conduct for smart appliance design.
- Facilitate information exchange between the grid and premises.
- Align with Bridge WG on data management, use cases, and actor lists.
The COG SG meets twice a year, with working groups convening as needed.

CoG-SEG Report 12 - European Standards available for Demand Response 13 Implementation.
This report compiles relevant European standards supporting the implementation of the flexibility mechanisms in preparation of the future European Network Code on Demand Response. It provides valuable input to Task Force 3 (Data Interoperability Modelling) of the Joint Working Group ENTSOE – EU DSO Entity - Implementing Regulations on Data Interoperability and Data Access.
