Enhancing Standards for Quantum Technologies
The CEN and CENELEC Joint Technical Committee 22 (CEN-CLC/JTC 22) is dedicated to the development of standards for quantum technologies.
European experts are encouraged to engage in this process by reaching out to their respective National Standards Body (NSB) or National Committee (NC) to contribute to shaping these essential standards.
About CEN-CLC/JTC 22
Established in 2022, CEN-CLC/JTC 22 builds on the groundwork laid by the CEN and CENELEC Focus Group on Quantum Technologies (FGQT, 2020-2023).
This foundation includes the Standardization Roadmap on Quantum Technologies and Quantum Technologies Use Cases.
The CEN-CLC/JTC 22 is responsible for creating standardization deliverables across multiple quantum technology domains, including:
- Quantum enabling technologies
- Quantum sub-systems
- Quantum platforms & systems
- Quantum composite systems and applications
Areas of Standardization
The scope of CEN-CLC/JTC 22 covers, but is not limited to, the following areas:
- Coordination of European Quantum-Technologies Standardization Strategy
- Quantum Enabling Technologies
- Quantum Metrology, Sensing, and Enhanced Imaging
- Quantum Computing and Simulation
- Quantum Communication and Quantum Cryptography
Collaboration and Alignment
CEN-CLC/JTC 22 aligns its efforts with international standards organizations, such as ETSI, and IEC/ISO JTC3. The committee ensures that its standardization efforts support European market needs, legislative frameworks, and key EU policies and principles.
The development of these standards is carried out in coordination with NSBs, NCs, and other Standard Development Organizations (SDOs). Key contributors include the European Quantum Flagship, European projects and programs, and a large variety of institutional, SME and industry stakeholders.

How to Get Involved
For Individual Experts:
Experts in the European quantum technologies sector shall contact to their related National Standards Body (NSB) or National Committee (NC), followed by the registration and communication on their interest. Once the registration is done on national level, the NSB/NC will nominate the expert(s) to the selected Working Groups under CEN-CLC/JTC 22
For Organizations:
European organizations interested in becoming members, or international organizations seeking liaison status, should contact the CEN and CENELEC Project Manager (Attila UNHAUZER).
Accessing Documents
Access to official (working/internal) documents is required Membership in CEN-CLC/JTC 22, noting, all internal documents and services are password-protected. The internal Applications & Services are available from the CEN Expert Area.
The committee has a separate internal website (CEN-CLC/JTC 22) where dynamic information is mirrored from the internal database. They share information about its Structure, Work Programme and Published standards.
