About CEN and CENELEC Joint Technical Committee 25
The CEN and CENELEC Joint Technical Committee 25 (JTC 25) develops European standards for the European Trusted Data Framework, including harmonized standards supporting the EU Data Act, which became applicable on 12 September 2025.
Established on 20 September 2024, JTC 25 brings together over 127 experts from 26 countries, working collaboratively across four specialized Working Groups (WGs).
Objectives and Activities
JTC 25 is chaired by Mr. Sebastian Steinbuss (DE), with the Secretariat held by Ms. Helen Carnevale (UNI). The committee develops standardization deliverables across a wide range of topics, including:
- Data governance, including data quality and lifecycle management
- Interoperability, as well as portability and switchability
- Organizational frameworks and methodologies
- Evaluation schemes for assessing processes and products
- Smart technologies and systems, including smart objects, distributed computing devices, and data services
Supporting the EU Data Act
JTC 25 plays a central role in supporting the implementation of the EU Data Act through the development of harmonized standards. The committee actively contributes to the European Commission’s Standardization Request on the European Trusted Data Framework, issued under Mandate M/614 (eNorm Platform).
Together with ETSI Technical Committee on Data Solutions (ETSI TC Data), CEN-CLC/JTC 25 is responsible for delivering seven European standardization deliverables. JTC 25 leads the development of five of these, including two candidate standards for citation in the Official Journal of the European Union (OJEU).
Once published in the Official Journal of the European Union (OJEU) , these standards will give companies a presumption of conformity and support trusted data sharing, interoperability, and the creation of Common European Data Spaces.

JTC 25 is currently developing the following standards in support of the EU Data Act:
- Trusted Data Transactions – Part 1: Terminology, Concepts and Mechanisms
Defines key terminology, concepts and mechanisms related to data exchange, with a particular focus on building trust in data transactions.
- Trusted Data Transactions – Part 2: Trustworthiness Requirements
Specifies essential criteria and recommendations aimed at fostering trust among participants in the data space during data exchanges.
- Trusted Data Transactions – Part 3: Interoperability Requirements
Provides a framework for achieving interoperability in data spaces, with a focus on data, sharing mechanisms and related services.
- Quality Framework for Internal Data Governance
Introduces a comprehensive framework for evaluating the implementation of data governance and management practices within data spaces, setting out the key principles and processes that participants can use to maintain, monitor and improve their data management approaches
- Maturity Assessment of Common European Data Spaces
Outlines a method for evaluating the maturity of data spaces, considering participants’ diverse needs, contexts and scopes.

JTC 25 recognizes the importance of a balanced stakeholder perspective for effective work and has established formal liaisons with a wide range of industrial associations.
Given the wide scope of data standardization, the committee strongly encourages participation from diverse stakeholders to ensure comprehensive representation.
WG 1 also plays a key role in raising awareness of JTC 25’s work and bringing new stakeholders into the discussions.
