Air Traffic Management 

The objectives of standardization for Air Traffic Management (ATM) are to ensure and maintain a high level of safety and to improve the efficiency and quality of the management of the ongoing increasing amount of today's air traffic. An harmonized regulatory framework  for the Single European Sky has been created in 2004.

For supporting this regulatory framework, several mandates have been issued by the European Commission, DG Transport (MOVE) asking CEN/CENELEC/ETSI to develop Community Specifications (CS) for the interoperability of the European Air Traffic Management Network (EATMN). These mandates ask for European Standards that satisfy the essential requirements and/or implementing rules of the interoperability regulation for systems, together with the relevant procedures or constituents.

Coordination activities

In order to coordinate the European activities in the domain, a European ATM Standards Coordination Group (EASCG) has been set up. This group is made up of CEN, CENELEC, EASA, EC, ETSI, EUROCAE, EUROCONTROL and SJU. Observers are: SESAR Deployment Manager, EDA and ASD.
 
The objective of the EASCG is to coordinate the ATM-related standardisation activities, essentially stemming from the European ATM Master Plan, in support of Single European Sky implementation (EASCG ToR).

European legislation and mandates

Following specific requests – called 'standardization requests' or 'mandates' – from the European Commission, CEN and CENELEC develop European Standards that support the European legislation in a number of domains. The mandated standards are called 'Harmonized Standards' and their references and titles are published in the 'Official Journal of the European Union'.
  • M/354 – Standardization Mandate in the frame of the European Air Traffic Management Network (EATMN)
  • M/390 – Standardization Mandate for the development of European standards (First set of Community Specifications) for interoperability of the European Air Traffic Management Network (EATMN)
  • M/408 - Mandate for the development of European standards (First part of second set of Community Specifications) for interoperability of European Air Traffic Management Network (EATMN).
  • M/438 – Mandate for the development of European standards for interoperability of the European Air Traffic Management Network (EATMN) for data link services.
  • M/510 - Mandate for the development of a European standard for aerodrome mapping data
  • M/524 – Mandate for Air Traffic Management (ATM) interoperability for the ATM Master Plan.
