Joint Initiative on Standardisation: Published the Guide for referencing standards in public procurement in Europe (JIS Action 11) 

The Guide for referencing standards in public procurement in Europe has been developed in the frame of the Joint Initiative on Standardisation within JIS Action 11 ‘Pilot Project on Increased use of Standards in Public Procurement to better implement the public procurement Directives’, under the leadership of the Swedish Standards Institute (SIS), and has been financed by the European Commission. It aims at guiding public procurement officers across Europe on how they can better reference standards in public procurement.

The Guide has been drafted with inspiration gathered from similar guides published in Spain and in Denmark in 2017 and with the support of the consultancy organization DanSense. This material was redeveloped, evaluated and scrutinized by an expert panel in three separate rounds in 2018. The organisations involved in JIS Action 11 that have participated in the drafting include DS, ECOS, European Commission (DG GROWTH Unit Public Procurement Strategy), SIS, Swedac (Sweden's national accreditation body), The National Agency for Public Procurement (Sweden) and UNE.

The actual use of this Guide at national level in the next months will serve as a testing period and will generate input and feedback for its further improvement and validation in view of its future possible endorsement as a formal CEN Guide.

Starting from 2019, a number of workshops across Europe will be organised as part of the Joint initiative on standardization Action 11 in order to disseminate the guide.
