On Wednesday 21 November 2018, CEN and CENELEC held the one-day stakeholder workshop ‘Urban Autonomous Mobility: What Role for Standards?’ in Brussels. The workshop discussed the multi-sectorial approach needed to address the challenges posed to urban transport by automated mobility, and identified areas and ways in which standards can contribute to providing solutions.
Representatives from the different transport sectors (air, rail, road, public transport, transport service providers), industry (vehicles and infrastructure), policy makers, technology providers and municipalities discussed together with the standardization community the expected developments and associated challenges, identified barriers preventing the industry sectors to deliver its future ambitions and established ways in which standards can support their ambitions.
Automated Mobility will be one way to resolve many of today’s societal challenges, which are particularly evident in cities, such as congestion, air pollution, aging population and urbanization. Shared mobility – shared cars, shared last mile logistics, public transport, eBikes, etc. - and the synergies of the different modes are key to solving traffic congestion problems. But to achieve this, public authorities, public transport operators and third party actors need to cooperate. From the perspective of consumers, the revolution in urban mobility is going to have some major effects on peoples' habits.
Standardization can play a major role for multi-modal solutions, especially regarding aspects such as technology, infrastructures, services, data management and security etc.
The role of standards has also officially been recognised by the European Commission. In its May 2018 Communication ‘On the road to automated mobility: An EU strategy for mobility of the future’ the Commission mentions that "in order for automated mobility to gain societal acceptance only the highest safety and security standards will suffice. New risks such as overreliance on, and misuse of technology should be addressed. New questions such as the level of infrastructure support for driverless vehicles and how this infrastructure should interact with the vehicles should be tackled."
Based on this conviction, during the workshop participants identified the following priorities for standardization:
- convene all stakeholders;
- solve interoperability;
- define a common language and ensure that specifications are understood by all;
- scaling of solutions and services;
- ensure safety;
- maintain user trust;
- facilitate acceptance by consumers.
These priorities will be further addressed and incorporated in their daily work by CEN/TC 278 ‘Intelligent Transport Systems’ (whose Secretariat is held by NEN), CEN/TC 301 ‘Road Vehicles’ and CENELEC TC 9X ‘Electrical and electronic applications for railways’ (whose Secretariats are both held by AFNOR) in their roadmaps and work programmes.
CEN and CENELEC will ensure that all relevant stakeholders are involved, acting in collaboration and consensus, to achieve the common goals and improvements and opportunities that these developments offer.
