CEN and CENELEC Cooperation with SAC 

The Standardization Administration of the People’s Republic of China (SAC) is the body authorized by State Council to exercise administrative responsibilities by undertaking unified management, supervision and overall coordination of standardization works in China.

SAC represents China in the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC) and other international and regional standardization organizations. 

History

CEN and CENELEC cooperation with SAC dates back to 2009 when the three European Standards Organizations (ESOs) CEN, CENELEC and ETSI, signed a first Cooperation Agreement with SAC.
Since then, the Cooperation Agreement has offered a platform for different activities, such as exchanges of information on strategic and technical topics, and regular bilateral meetings. Eventually, it has led to a higher understanding of the specificities of each side’s standardization model and triggered some interest in developing technical cooperation activities.

Every year, CEN and CENELEC are invited by DG GROW to contribute to the EU-China Regulatory Dialogue Working Group Standardization. CEN and CENELEC contribute to shaping the agenda of these meetings and offer their expertise to support regulatory discussions.

Acknowledging the positioning of China as a major trade partner for the EU, the ESOs, together with the European Commission and EFTA, have engaged in a joint initiative called the Seconded European Standardization Expert in China (SESEC), already in 2006. This project involves a full-time representation of the European standardization community in China. It is currently in its third phase. The main objectives of this project are to promote the European Standardization System in China and enhance the bilateral cooperation in the field of standardization. It triggered the establishment of the first ESOs’ cooperation agreement with SAC in 2009, and has been supporting and complementing this cooperation since then.

Renewal Cooperation Agreement

A new CEN-CENELEC-SAC Cooperation Agreement has been signed in September 2016. Its main objectives are to:

  • establish areas of mutual interest regarding the standardization work developed at ISO and IEC level;
  • have regular meetings to exchange views on strategic and technical matters of mutual interest;
  • allow a regular exchange of information on relevant activities from both sides;
  • arrange experts training, workshops, study visits, etc.
