Introduction:

The standardization of services was the main theme of the 2nd European Standardization Summit, in Copenhagen on 19 June 2013, organised by CEN and CENELEC together with Danish Standards.

European Standardization has an essential role to play in facilitating the single market for services. The new EU Regulation on European Standardization makes it clear that European Standards are needed for both products and services.

The services sector is of vital economic and social importance. Services account for around 70% of economic activity and employment in the Member States of the European Union. The objective of creating a single market for services is set out in the ‘Treaty on the Functioning of the European Union’, which enshrines the principle of free movement of goods, capital, services, and people.

The Services Directive (2006/123/EC) recognises the need for European Standards to facilitate compatibility between services supplied by different providers, as well as information to recipients and the quality of service provision.

The need to create an open single market for services is also emphasised in the framework of the ‘Europe 2020’ Strategy for smart, sustainable and inclusive growth (COM(2010) 2020), which was published by the European Commission in March 2010.

The key role of standardization in the area of services has been recently recognised by the extension of the scope of the new EU Regulation on European Standardization (1025/2012) to services. It means that the European Commission has now the necessary legal basis to issue requests (‘mandates’) to the European Standards Organisations (CEN, CENELEC and ETSI) for the development of standards in relation to services, just the same as it does for products.
